Total Medical Expenses (TME) and Alternative Payment Methods (APM) Data Submissions

Overview

CHIA collects certain information from both private and public health care payers in the Commonwealth as per M.G.L. c. 12C, § 10. Payers must submit data  in accordance with regulation 957 CMR 2.00 which governs the methodology and filing requirements for the calculation and reporting of both Health Status Adjusted Total Medical Expenses (TME) and Alternative Payment Methods (APM).

Submission Deadline

Completed submissions are due no later than Wednesday, September 9, 2026.

Reporting Requirements

Refer to the TME/APM CHIA Submissions User Guide for information specific to TME and APM reporting. For more information on filing deadlines and regulatory guidance, refer to Regulation 957 CMR 2.00 (Payer Data Reporting) and the latest Administrative Bulletins.

Registration Instructions

New users must register to submit data via CHIA Submissions.

Complete User Agreement

Complete and sign the CHIA Data Reporter User Agreement (DRUA) after reviewing the DRUA instructions. Note that each individual user for an organization must complete the form.

Submit User Agreement

Submit the completed Data Reporter User Agreement to DL-Data-Submitter-HelpDesk@chiamass.gov. You will be notified when your account is ready to use.
