Reporting Requirements
All PBM data will be submitted by using pre-formatted Excel templates. Reports are required to be submitted through https://chiasubmissions.chia.state.ma.us, CHIA’s web-based transaction service. If you are a new provider or new user and do not have log in credentials, you must register with CHIA as soon as possible.
For detailed instructions on submitting data through CHIA Submissions, please refer to the PBM File Submission Instructions. Please refer to the PBM Data Specification Manual for information specific to PBM reporting.
Web-Based Submission Platform Registration Information
Most data is submitted via one of CHIA’s Web-Based Submission Platforms. A CHIA Data Reporter User Agreement is required to access and use any of CHIA’s submission platforms.
The CHIA Data Reporter User Agreement establishes the terms and conditions under which an organization and its authorized users may access CHIA’s Web-Based Submission Platforms. The Agreement requires the following components: a) Main Agreement (Pages 1–4): Completed and signed once per Data Reporter entity b) Exhibit A – User Authorization Form: Completed and signed separately for each individual user who will access CHIA’s platforms, including the Agreement Administrator.
Complete User Agreement
Complete and sign the CHIA Data Reporter User Agreement (DRUA) after reviewing the DRUA instructions. Note that each individual user for an organization must complete the form.
Submit User Agreement
Submit the completed Data Reporter User Agreement to DL-Data-Submitter-HelpDesk@chiamass.gov. You will be notified when your account is ready to use.
Additional Background Information
On November 5, 2025, from 1-2pm, CHIA held a listening session to gather feedback on draft data submission materials and processes that will support compliance with the new PBM data reporting regulation. This input helped refine these tools to make these materials more user-friendly and ensure a seamless submission process that aligns with statutory requirements.
Prior to the session, CHIA distributed draft materials to session registrants, including the data collection template, formulary data template, and data specification manual. Written feedback on the data submission materials was submitted to RxData@chiamass.gov through Friday, November 14th.
