Affiliated Entities Data Submissions

Overview

In 2025 Massachusetts enacted Chapter 343 of the Acts of 2024: An act enhancing the market review process, which expanded CHIA’s data collection oversight to include Significant Equity Investors (SEIs), Health Care Real Estate Investment Trusts (REITs), and Management Services Organizations (MSOs) that are affiliated with institutional providers such as hospitals. Together, these three types of firms affiliated with health care providers, including hospitals and their parent organizations, are referred to as “Affiliated Entities”.

In accordance with M.G.L. c.12C section 8 and 957 CMR 9.00 (see 957 CMR 9.04(6), 9.05(4), and 9.07), the Center for Health Information and Analysis (CHIA) will collect information on these Affiliated Entities to identify existing relationships and understand the impact on the cost of care and access to health care services in Massachusetts.

Submission Deadline

    • Fiscal year 2025 by December 1, 2026
    • Future fiscal years due 100 days after hospital and health system fiscal year end

For the Affiliated Entities filing, entities will report all information as required for fiscal year 2025. This submission is due by December 1, 2026 and will serve as the starting point for subsequent years’ filings. Subsequent years’ filings will be due 100 days after the end of an entity’s fiscal year. Filers will be expected to update their previous year’s filing to account for information in the fiscal year requested. The first submission is expected to be the only time filers will be required to complete the entire template from a blank slate.

After the filer has completed the initial filing on behalf of their Hospital Health System, CHIA will determine whether additional information is required and notify the filer as appropriate.

Reporting Requirements

All Affiliated Entity data will be submitted using CHIA’s pre-formatted Excel template. Filings are required to be submitted through https://chiasubmissions.chia.state.ma.us,  CHIA’s web-based transaction service. If you are a new provider or new user and do not have log in credentials, you must register with CHIA.

For the FY 2025 filing, only the following relationships with Affiliated Entities must be reported:

  • Significant Equity Investors (SEI) that meet the definition of Private Equity Firm
  • Management Service Organizations (MSO) that have common ownership or Control with the Health Care Entity and are not part of the same consolidated financial organization
  • Realty companies, including Real Estate Investment Trusts, that own the property or building where a Health Care Entity provides inpatient hospital services.

If there are no relationships to report, please state this affirmatively and submit the filing.

Registration Information

A CHIA Data Reporter User Agreement is required to access and use CHIA’s submission platforms.

The CHIA Data Reporter User Agreement establishes the terms and conditions under which an organization and its authorized users may access CHIA’s Web-Based Submission Platforms. The Agreement requires the following components: a) Main Agreement (Pages 1–4): Completed and signed once per Data Reporter entity b) Exhibit A – User Authorization Form: Completed and signed separately for each individual user who will access CHIA’s platforms, including the Agreement Administrator.

Complete User Agreement

Complete and sign the CHIA Data Reporter User Agreement (DRUA) after reviewing the DRUA instructions. Note that each individual user for an organization must complete the form.

Submit the completed Data Reporter User Agreement to DL-Data-Submitter-HelpDesk@chiamass.gov. You will be notified when your account is ready to use.
