Information for Data Submitters: Group Adult Foster Care Cost Reports

Overview

The Center for Health Information and Analysis (CHIA) is now collecting cost reports for the fiscal year (FY) 2018 and 2019 from Group Adult Foster Care (GAFC) providers. CHIA collects these reports pursuant to regulation 957 CMR 6.00.

The reports are used by CHIA and other public entities for monitoring costs and for health care payment policy development. Dual providers of both Group Adult Foster Care (GAFC) and Adult Foster Care (AFC) services must file separate cost reports.

 

Filing Application

CHIA is requiring providers to submit a mini cost report for FY18 and a full cost report for FY19. The mini cost report consists of two tabs: one tab for general information, and a second tab to provide a summary of the agency’s units of service, revenue, and expense line items.

Group Adult Foster Care providers are required to submit the following:

GAFC Mini Cost Report

FY19
GAFC Cost Report
  • The FY18 GAFC Mini Cost Report
  • FY18 Financial Statements
  • A Statement of Certification
  • The FY19 GAFC Cost Report
  • FY19 Financial Statements
  • A Statement of Certification

 

CHIA will only accept cost reports in .xlsx format, which was introduced with Excel 2007. Supporting documents such as the Statement of Certification should be in PDF format. Additionally, if the numbers on the submitted cost report cannot be traced directly to the financial statements, include a reconciliation of the numbers in the cost report and the financial statements. This may be filed as an Excel spreadsheet attached to the electronic filing of the report.

Due to the COVID-19 outbreak, CHIA granted all providers a 90-day extension from the original submission deadline. Providers must have submitted reports and all supplemental items directly to CHIA at chia.data@state.ma.us no later than July 30, 2020.
