Nursing Services Cost Report (NSR) for Temporary Nursing Service Agencies

The Center for Health Information and Analysis (CHIA) is now collecting cost reports for the fiscal year (FY) ending in 2017 from all Temporary Nursing Services Agencies (TNS). All reporting resources and filing information is located on the CHIA website at

Home Health Agencies (HHAs) providing either Home Health Services and/or Continuous Skilled Nursing (CSN) Services will not be required to submit the FY2017 NSR.


Reporting Requirements:

A complete filing for the FY2017 NSR consists of:

  • 2017 NSR: With your login credentials, log in to the CHIA Submissions Page at: Please complete and submit the cost reports for the organizations you are affiliated with.

  • 2017 Annual Financial Statements or Tax Returns as well as any required reconciliations between these and the cost report filing must be submitted in PDF format to

  • 2017 Fixed Term Travel Nurses (FTTN) Disclosure: If your organization provides FTTN services, please fill out the disclosure form and email the file to


Upon review of the cost report, CHIA may determine that additional information is required from the agency. Such additional documentation will be considered a component of the cost report subject to the same certification delivered with the initial filing.

The report is due no later than April 1, 2019.


Exemptions: Providers who meet the criteria below are exempt from filing.

A Massachusetts Department of Public Health registered TNS Provider that has not performed services in the cost report year 2017 is exempt from filing.


Important Note for Completing Cost Report

Once logged into the CHIA Submissions system, please begin the cost report on Schedule 1. On the lower right side of the screen, you will see a status bar indicating which schedule you are working on. Within Schedule 1, fill out the correct reporting year, fiscal year end, and other agency information, and save your progress. Please do not proceed beyond Schedule 1 before completing and saving all required information under Schedule 1.
